Meet Ashley Martinez
Ashley Martinez is a public affairs professional, ultramarathon runner, and outdoor enthusiast based in Sacramento, California. His interests span public policy, community service, travel, and finding a good cup of coffee.
He is the founder and CEO of CPRA Strategies, Inc., a public affairs firm serving cities, businesses, nonprofits, and individuals. Since founding the firm in 2022, Ashley has helped more than 50 clients secure funding, build community support, and advance policy priorities at the federal, state, and local levels.

Beyond the Office
Ashley spends much of his free time outdoors, hiking, mountain biking, and running. He has completed six ultramarathons, including one 50-mile race and five 50K races, as well as five marathons. In 2025, he hiked Half Dome with family and friends, completing the 18-mile out-and-back hike in about 12 hours. He also enjoys spin classes, yoga, and Pilates.

Professional Background
Before founding CPRA Strategies, Ashley served as Manager of Government & Community Relations for the San Diego County Regional Airport Authority from 2019 to 2022. He led community outreach for the Authority’s Capital Improvement Program, including the $3.8 billion New Terminal 1 project. His outreach work helped the Authority earn an Airports Council International–North America award for outreach and communications. He also developed the Authority’s annual federal and state legislative agenda and worked with elected officials, community groups, and public agencies.

From 2008 to 2018, Ashley held several roles at the Service Employees International Union (SEIU), Local 1000, including Legislative Advocate. He represented the union before the California State Legislature, the Governor’s Office, and state agencies on issues including the state budget, retirement, procurement, and civil service reform. In coordination with SEIU International, he also led a California initiative to engage Republican and independent union members on retirement and workplace issues.

Ashley began his public affairs career as an intern for former Assemblymember Paul Krekorian. He coordinated the William Saroyan Centennial Exhibit, celebrating Saroyan’s contributions to California history, literature, and theater. He also kept the Capitol office staff fueled with plenty of coffee.
Community Involvement

Ashley serves on the board of the Pacific Crest Trail Association and is a member of the Grant Professionals Association and the East Sacramento Community Association.
From 2019 to 2025, he served on the board of the Linda Vista Planning Group, advising the City of San Diego on land use and zoning in the neighborhood. He served as Board Secretary and Chair of the Zoning and Land Use Committee and contributed to The Affordable Housing Crisis: Summary Report and Recommendations as a member of an affordable housing committee.

Travel and Food

Education
Ashley earned a Bachelor of Arts in Government from California State University, Sacramento, where he was a Ronald E. McNair Scholar and a member of Pi Sigma Alpha, the political science honor society. His participation in Model United Nations took him to Chicago, where he represented Venezuela and earned Best Overall Delegation honors in 2006. In 2010, he was inducted into Sacramento State’s Model United Nations Hall of Fame.
